The short answer for most homeowners: if the dumpster sits on your own driveway, yard, or private property, you generally do not need a permit anywhere in our service area. The permit question only comes up when a dumpster has to sit on a public street or right-of-way, because that is considered an encroachment.
Here is what each city requires based on their currently published rules. Fees and processes do change, so it is worth a quick call to confirm before your delivery date — especially since a few of these offices only issue permits with several business days of notice.
Permit Rules by City
Roseville
Roseville requires an Encroachment Permit for any dumpster or POD placed on a public street. Driveway or private-property placement does not need one. Lincoln
Lincoln draws the same line: a permit is required if the dumpster sits where you would normally park a car on the street, and no permit is needed if it is on your driveway, side yard, or other private property. Auburn & Unincorporated Placer County
Auburn requires an encroachment permit for street placement through the city’s Public Works office at (530) 823-4211. If your project is outside city limits but on Placer County maintained roads, that falls under Placer County’s encroachment permit process instead, at (530) 745-7565.
Folsom
